I too have an android phone where clearing the cache doesn't work. I have disconnected bluetooth and reconnected etc but now all my watch will say is connecting. Have you tried force stopping and clearing the cache and data for the Galaxy wearables app? Have you tried resetting the network settings? Just a heads up, by resetting the network settings, it will remove all wi-fi and Bluetooth settings you currently have saved.
